SAN DIEGO - This troubled seaside city has seen three mayors hold office in July alone, but it will have to wait until November to elect a fourth.
Councilwoman and surf shop owner Donna Frye led a field of 11 candidates in Tuesday's mayoral election but fell short of the majority required to avoid a runoff. She will face former Police Chief Jerry Sanders on Nov. 8.

Originally, from Billings Montana now living in Muncie Indiana. Graduate of Billings West High in 1976. In the Marines Reserves from August 1975 to 1981. Co. B 4th Recon. Bn. 4th MarDiv. In May of 1987 I joined the Navy. I was onboard the USS Midway from June 1988 to 1991, with a tour of duty in the Persian Gulf during the first Gulf War. Got out of the Navy in 1995.
